§ I — Bureau Summary
Iosif Vissarionovich Dzhugashvili (1878–1953), known as Stalin, served as General Secretary of the Communist Party of the Soviet Union from 1922 until his death and as head of state from 1941 onward. He emerged from the post-Lenin succession struggle to consolidate sole authority by the end of the 1920s.
His thirty-year tenure produced the forced collectivization of Soviet agriculture (1928–1933), the resulting famines including the Holodomor in Ukraine (estimated 3.5–7.5 million deaths), the industrialization drives of the Five-Year Plans, and the Great Purge (1936–1938), during which approximately 750,000 people were executed and over a million sent to the Gulag system. The Hitler–Stalin Pact of August 1939 partitioned Poland and the Baltic states; the German invasion of June 1941 reversed the alignment and produced the Soviet contribution to victory in the European theater.
Total deaths attributed to Stalin's policies are estimated by mainstream historians at six to nine million. The Bureau notes that scholarly estimates remain contested but that the lower bound is sufficient for Lifetime certification.

Forced collectivization and the Holodomor
Imposed agricultural collectivization on the Soviet Union; the resulting Ukrainian famine of 1932–33 killed millions and is recognized as genocide by multiple national parliaments.
