Mandate, History, and Methodology

The Bureau of Certified Scumbaggery is the world's only comprehensive registry of distinguished human failures. Established by unanimous decree on 1 January 2026, the Bureau operates under the founding principle that every act deserves its archive.

§ IOur Mandate

The Bureau exists to serve the public interest by maintaining the definitive, verifiable record of certified human failure. Where other institutions have shied from the work of public memory, the Bureau proceeds without fear, favour, or footnote.

Two intake tracks are administered in parallel. The Editorial Track, staffed by the Bureau's tenured judges, conducts unsolicited certifications of public figures whose conduct has produced sufficient documentation in the peer-reviewed historical record. The Subscriber Track is open to private citizens of legal age who wish to be recognised for their personal contributions; subscribers pay a nominal $1.00 per month and submit to the same review standards.

§ IIMethodology

Every certification is supported by a minimum of two independent, publicly verifiable citations. Rankings are computed quarterly using the Bureau's composite index, weighted across impact, duration, methodological innovation, and peer recognition. The full scoring rubric is available on request to credentialed researchers.

Certifications, once issued, are perpetual. The Bureau accepts retractions only in cases of factual error in the underlying record, never on the basis of subsequent character development.

Every entry, every certification, and every form number is an act of pointed humor drawing on the conventions of bureaucratic record-keeping to comment on the public figures it catalogues.

Editorial entries cite real, verifiable sources. The framing is the joke; the citations are not.
